Overflowing carb inlet... bad float/needle valve?

Not really cal look, but rather a low-mileage '63 with a 40horse. Having issues with the car as it sits constantly and rarely if ever gets driven. Trying to address issues so I can get it cleaned up and sold. Turning it over, the carb is overflowing fuel out the inlet... is this a sign of a bad needle valve/float? Thinking a rebuild kit may be in order.
Previously the car would run while on the choke, but not idle off choke. No intake or vacuum leaks found to date.

Ryan, pull the needle and seat and spray with carb cleaner and blow it out, test it. If it works, there ya go, if not, rebuilt kit, comes with a new needle and seat. Float, dunk it in solvent, see if it bubbles, also shake it, see if it has gas in it. Have fun!
