At some point in the '60s, VW started putting the mounting points in for seat belts. I do not know when exactly. Do some searching around in the car, easiest place to check first is under the back seat bottom. Also, you can probably feel if the holes are under the headliner in the C-pillars.

No factory mounts in a 61.  If you buy the belts from Wolfsburg West, they include instructions and hardware to install belts in cars that never had mounts.  Basically, you drill holes in the floorpan and mount with big washers.

im thinking of fitting 3/4 point harnesses in the front now, and 3 point retractables in the rear for the child seats

anyone running harnesses with stock seats?

This is how I did mine on the outside of the pan up front.

Fitted 3 point retractables I the front of my '58 with semaphores (which limits height of 3rd mount).  Coming from the UK and having done similar things there (including article for the old TotalVW magazine with Quickfit), the  rules and signoff needed here in NZ seemed a pain at first but very happy now as it results in a good factory style installation where belts can be removed without washers etc dropping to the ground .   No welding needed!.   I can post pics if you are interested.

Only put 2 point lap belts in rear as my chidren are older and out of car seats.
