I'm 99.9% sure that the measurement is correct. Surely the heads still need loads of prep work to make them really work, combustion chamber prep, intake and exhaust port work, valve prep etc.. In current condition they are a good starting point and quality valvetrain components can be picked up to suit whatever the combo in mind.

Quesstimate on the head CC should be somewhere around 40-45cc after prep which should suite ethanol use no problem with a suitable cam etc...
