Hard to say what it is. I have some friends, that are walking car almanacs, across the country looking into it as well. Lot of guesses at this point.
While on the subject of weird VW or Porsche-like stuff... here's a picture of a Chzech made Tatraplan engine that was made in the 40s. Many years before Bootsie designed the 911 engine/car. Looks like the body has been severly sectioned just under the hood line, along with the grille. Everything else does look "one off", and the trunk(?) hole looks like a rear window... could be neat if it was saved.... ::)
