In a '68 - '70 type I should fuse #9 be hot when the igition switch if off?
I have a VDO volt meter hooked to that fuse and when the battery is hooked up the meter is reading 12volts. Shouldn't it read nothing until the key is on?

I disconected the stereo and all other "extra" electronics and it is still happening.

This is a 12volt generator car. I changed out the voltage regulator and no change.

HELP?

I think that should a hot terminal (fuse).  It looks like 9 and 10 should be hot.  Check out these links:

Of course I could be wrong if I was looking at the fuse box upside down.  Not sure...

I believe from 5-on, they are always hot. The low beam lights and such you can always turn on without the key. So to answer your question 9-10 are unswitched, (always on). Hope this helps. I have a 69', went through the same thing. Those diagrams DO help.
