No, not that club, but the Valley Volkswagen Club did exist and was driving during that time.  I don't know when they started with lowered front ends, but I can find out. 
This club would meet at Valley Volkswagen, a dealer on Las Tunas Drive in Temple City, a town just south of Pasadena.  There were a number of big motor/BRM cars in that club as well.
