My problem with Lucas lights on a '67 is, well, you might as well run '68+ fenders. What is the point in hunting down German '67 fenders then removing what makes them unique. Just my 2 cents.

Thats what most guys do Louis you can pick up a 68 or later German Fender Cheap same Quailty the only Difference is your welding up the bumper hole instead of the horn grill hole then installing Lucas Lights.
An alternative is to use new Mexican fenders.  Made by VW of thick steel, they don't have the turn signal hole on the top to weld up.  Just weld up the bumper slot and you are ready.
