Welded fan - Retaining nut torque settings?

Yet again more questions!!
With a welded fan, is the retaining nut torqued to standard factory settings (i.e. 43 ft lbs), or should i torque it up higher due to the high RPM it will see? Do i need to use any sort of threadlock on it?
