Does anyone know Boost engineering / Brian Regnier?

Ordered a VW Megajolt kit 30 march 2011 from www.boostengineering.com. Even though I have emailed mr Regnier more than 15 times all I have received is bad excuses, no merchandise yet. Since a couple of weeks he has stopped answering my emails, and I believe that he has no intentions of sending me the goods that I have ordered and paid for. Since it is more than 45 days since the order date, Paypal will not investigate. So what do I do?

The www.boostengineering.com website does not contain mr Regnier's adress, but I believe he is operating in Torrance, California. Does anyone know this person? And yes, I have tried to call him several times. He does not answer. And Yes, I have more than 20 pages of documentation of my email correspondence. The order value was approximately 420 USD.

Looks like this thread (and threats about similar threads on Ultimate Aircolled and Thesamba) actually worked. Mr Regnier gave me my money back to my Paypal account the same evening I posted this tread. Wonder why he did not do that earlier? And why he stopped replying to my emails? And why he has said that he has shipped my order twice already?
