Bolting the heads using Scat 8740 chromoly studs and Gene Berg case conversion kit with 8mm x 15mm wrench nuts. The studs didn't come with any notes on torque so going with the Berg advice  of 19-20lbs, is that enough? What torque would you recommend?

I've been using the Scat 8 mm chromoly head studs for years in my 2332 cc with both CB 044 and JPM MS230 heads whiile sticking with the stock torque specification.  No issues in my street-strip Beetle Smiley

I had berg 8mm studs and went up to 23ftlbs

you're not talking about 8mm studs at sealing surface of case are you?
