I'm not 100% sure If I'm right, but all pieces seem to fit.

Ok, here comes a hint.

Racing is taking place in Washington State, 1963.
The engine seems aircooled flat four.
The shape of the blue dragster looks familiar.

If I'm right, then the guy driving it is/was a VW scene legend....
