It look like a Formula steering wheel but there is no mark on it.
If I knew how old it is I would dare say N.O.S because it's unused.

Is that leather wrapped? What is the diameter and dish measurements?

Yes it's leather, the diameter is 15" and the dish is about 3 1/6".
