Due to the "energy crunch" the naional maximum speed limit in the U.S. was set at 55 mph back in the 70's... The great state of Montana (along with some other states) was against it from the beginning but they were forced to comply with the Government, so to ease the "speeders" pain the fine was set at $5.00
During that time, in Montana (and others) a speeding ticket was actually listed as an "excessive energy consumption" ticket and I'm told it did not go on your driving record.
Thankfully (mercifully!), the 55mph law was later repealed in the 90's
