Yes, and the taller the stack, the louder and brassier it gets. Back when I ran my 48 Dellortos, I ran a set of 6 inch tall stacks for awhile. It sounded like a brass section from an orchestra. I LOVED it! The neighbors, not so much.

Anything without a filter is going to be louder. Think of a filter as a muffler for the intake.

Indeed as soon as you take away the filter the induction noise will be higher. But in principle it isn't because the trumpets are longer, they will be louder. For every engine there is a perfect length for the intake that will give its best performance, this will also be the loudest. That is why modern porsches are so much louder still than say a passat, to get the most out of the porsche they have optimized the intake lenght, whereas in the passat they will rather have spent time adjusting the intake so it isn't noisy and has less power.
